It is the responsibility of Organizing Authority (OA) or the Race Committee (RC) to set forth in the events Notice of Race (NOR) or Sailing Instructions(SI) the appropriate Safety Standard for the local race and weather conditions.
US Sailing publishes the Safety Equipment Regulations(SER) categories of Nearshore, Coastal or Offshore which may serve for the OA as a basis in total or by adding requirement from higher classes to suit conditions of the race.
PHRF of the Chesapeake fleet members must comply with the safety regulations in each event's NOR or SI's. Enforcement is up to the OA and competitors via US Sailing Racing Rule's Protest procedures.
